What does the depletion period mean for Amsterdammers?
In Amsterdam, just like elsewhere in the Netherlands, if your assets exceed the social assistance limit, you must first 'deplete' them before you are entitled to social assistance. The maximum period is two years (24 months), calculated based on the degree of exceedance. During this period, you receive no or limited social assistance from the Municipality of Amsterdam. This policy, laid down in the Participation Act and local regulation, promotes self-reliance in a city with high living and housing costs.
Calculation of the period in Amsterdam
- Small exceedance: From 1 month, depending on the exact surplus above the Amsterdam asset limit (e.g. €7,575 for a single person in 2024).
- Larger exceedances: Up to the full 24 months, using the formula: (surplus / monthly social assistance norm) x 2. The Municipality of Amsterdam uses the same national standards, but strictly checks box 3 assets and home equity value.
- Exceptions in Amsterdam: In case of illness or work disability, the period may be suspended; contact the Amsterdam Work and Income team for medical certificates.
At the end of the period, you can reapply for social assistance with the Municipality of Amsterdam via the online portal or by making an appointment at one of the district offices. Proof of expenditure is not mandatory, but Amsterdam actively checks the sale of non-exempt assets such as second cars or surplus household goods. Additional local attention is given to expats and self-employed persons in the city, where assets from freelance assignments often play a role. This way, the municipality prevents abuse and encourages financial responsibility.
